The formula of the special fertilizer comprises the following components in percentage by weight: 25-40% of vegetable oil cake, 30-50% of cow manure, 10-20% of quail manure, 10-25% of a calcium-magnesium-phosphate fertilizer and 1-5% of biological bacteria, wherein the sum of each component is 100%. By virtue of the formula, the method for producing the special organic fertilizer for tobacco comprises the following specific steps: firstly mixing vegetable oil cake, cow manure and quail manure which are used as raw materials according to the corresponding proportion to obtain a mixed raw material, adding biological bacteria in the corresponding proportion in the mixed raw material, uniformly stirring, maintaining the moisture to be 45%-48%, carrying out piling fermentation for 20 days, turning piles and feeding into a plate-turnover fermentation tower and fermenting for 12 days; fermenting by virtue of aerobic fermentation, adding the calcium-magnesium-phosphate fertilizer in the corresponding proportion into the material discharged from the fermentation tower, evenly mixing and finally granulating or making into powder to obtain the special fertilizer for tobacco finished product.
