The present invention provides a tubular external installation part installation device and a manufacture method of wire module with tubular external installation part. The device (20) comprises a tubular external clamp (60), a pulling-out mechanism (80) configured to pull out the tubular external installation part and the wire from the tubular external clamp (60) and an adhesive tape rolling mechanism (30). The tubular external clamp (60) leads the tubular external installation part with a slit to be installed on the wire while the tubular external installation part extends at the slit. In the condition of installing one end of the tubular external installation part being installed at the wire, the pull-out mechanism (80) pulls out the tubular external installation part and the wire from the tubular external clamp. The adhesive tape rolling mechanism (30) is arranged at the pull-out direction of the wire with respect to the tubular external clamp (60). When the pulling-out mechanism (80) pulls out the tubular external installation part from the tubular external clamp, the adhesive tape rolling body rotates around the tubular external installation part to roll the adhesive tape around the tubular external installation part.
