The instruction receiving module receives a user input instruction to determine the network channel and broadcasting time of a program to be watched. The interrupt setting module sets an interrupt and broadcasts the network channel of the program to be watched at the broadcasting time. The insertion point setting module sets an insertion point of the interrupt according to the network channel of the program to be watched. The insertion time setting module sets an insertion time of the interrupt according to the broadcasting time. The monitoring module monitors the insertion time. The executing module activates the insertion point to call the interrupt when the insertion time arrives. By adopting the network channel monitoring and early-warning device, the user can conveniently watch the program to be watched on a computer or a phone and walk freely before broadcasting, including any statuses such as work and rest.
