By controlling and changing the adding sequence of inorganic polymer matter and organic polymer matter with different functional groups and reaction occurrence and nonoccurrence conditions in the recombination process, the purposes of good form distribution and stability of the components before feeding and rapid form conversion and efficient coagulation and flocculability of the components after feeding are achieved.
