A water inlet of a meter body is provided with an inner valve cavity with an opening in the longitudinal direction. The closing board and the opening of the inner valve cavity are closed. The closing board is fixed in the meter body and can rotate. A reset spring is arranged outside of a cavity hole of the inner valve cavity and connected with the closing board.
