The available resource determining method comprises the following steps: the Semi-Persistent Scheduling (SPS) resource occupancy transmission period and resource reselection counter information of the second UE is acquired by the first UE, wherein the first UE is in mode 3 and the second UE is in mode 4, or the first UE is in mode 4 and the second UE is in mode 3; the energy of the second UE is detected by the first UE to determine resources which are not occupied by the second UE during a detection period; the available resources for the first UE are determined by the first UE according to the SPS resource occupancy transmission period, the resource reselection counter information and the resources not occupied by the second UE.
