The ventilating pipes are arranged around a storage tank in a circular shape, and connected with the air supply fans. The air supply fans are arranged at the upper air opening positions of the ventilating pipes. The air supply fans convey air from air openings of the air supply fans to the ventilating pipes, jet flow is generated through the air inlets in the ventilating pipes, and blown to the storage tank area to form rotating jet flow, directional diffusion of leaked gas is controlled, rescue personnel is protected, and a condition is created for evacuation of the personnel.
