The construction method comprises the steps of: establishing an electricvehicle charging and discharging model according to basic characteristics of an electric vehicle battery; analyzing a relationship between a state of charge at the end of battery charging and a userexpected state of charge according to electricity utilization demand of a user; evaluating battery loss according to the switching between charge and discharge states of the battery; establishing a constraint condition according to a condition that V2B scenario load is greater than 0; establishing an objective function according to the optimization of building electricity consumption costs, wherein the objective function satisfies a relationship among the electric vehicle charging and discharging model, the state of charge at the end of battery charging and the user expected state of charge; and considering the battery loss and the constraint condition, and calculating a model optimal solution according to the determined model by means of the device. The construction method and construction device can provide technical support for charging and discharging management of electric vehicles parked in a parking lot of a building in the future, and calculate and optimize the electricity consumption cost of the building.
