According to the PVC mixture filter residue recycling device, a filter tank with a 30-60-mesh filter net is arranged ona storing cylinder below a stirring kettle discharging opening, and thus a PVC mixture coming down from the agitated kettle discharging opening is filtered and then enters the storing cylinder to beused for bottom covering of a carpet; a method for treating filtered PVC filter residue remaining on the filter net is characterized by comprising the steps: in parts by weight, 100 parts of the PVC mixture filter residue and 10-15 parts of DOP oil are placed into a stirring barrel to be subjected to three-dimensional stirring through a straight stirring rod, perpendicular to the horizontal plane,in the stirring barrel, and an oblique stirring rod having an included angle of 10-30 degrees relative to the straight stirring rod; stirring blades are mounted on the peripheries of the stirring rods, the rotating speed of the stirring rods is 60-120 rpm, and the stirring time is 2-2.5 h; and then a stirred PVC mixture filter residue treated material is sent back into the stirring kettle througha screw pump to be remixed with other raw materials to be stirred into a PVC material.
