The core plate comprises a first sub-plate (3) and a second sub-plate (4) spliced between the center tube (1) and the outer tube (2). The first sub-plate (3) and the second sub-plate (4) are rotatably disposed around the center tube (1) between the center tube (1) and the outer tube (2). The second sub-plate (4) is movable in the axial direction along the center tube (1). When the second sub-plate (4) moves in the axial direction and rotates with respect to the first sub-plate (3), a refueling passage (5) is formed. The assembled core plate structure provides stable axial restraint for the fuel assembly without affecting the refueling of the fuel assembly, and achieves the functions of refueling and restraining the fuel assembly.
