The method comprises the following steps: acquiring network data of a target service of each of N operators in the current unit time; when determining that the network data of the target service of the nth operator meets a preset condition, determining the bandwidth demand of the target service in the current unit time according to the network data of the N operators; and when determining that the residual bandwidth of the carrier for bearing the target service is greater than the bandwidth demand, allowing the new user of the target service to access core network equipment corresponding to the target service in the current unit time.
