The device comprises a gliding arc discharge reactor, an airflow circulating device, a sealed cavity and a water containing space; the airflow circulating device comprises a shell and a fan arranged in the shell; the shell is provided with an air inlet end and an air outlet end; the air inlet end and the air outlet end are respectively communicated with the sealed cavity, and the air flow circulating device is hermetically communicated with the sealed cavity; the gliding arc discharge reactor comprises a power supply and two electrodes which are oppositely arranged; the power supply is connected with the electrodes; the air outlet end is an insulating high-temperature-resistant pipe, or the air outlet end is connected with the insulating high-temperature-resistant pipe, and the electrodes are arranged in the insulating high-temperature-resistant pipe; and the water containing space is communicated with the sealed cavity, and plasma gas in the sealed cavity is continuously injected into or blown into deionized water.
