A first bridge arm capacitor (11) and a second bridge arm capacitor (12) are connected in series on an upper supporting electrode (1) and a lower supporting electrode (2); a constant frequency voltage source (10) is connected between the first bridge arm capacitor (11) and the second bridge arm capacitor (12); a first bridge arm resistor (13) is connected with a second bridge arm resistor (14) in series to form a first capacitor bridge arm which is connected in parallel with a capacitor bridge arm formed by the first bridge arm capacitor (11) and the second bridge arm capacitor (12); a third bridge arm resistor (15) is connected in series with a fourth bridge arm resistor (16) to form a second resistor bridge arm, wherein two ends of the resistor bridge arm are respectively connected with the first resistor bridge arm through a first band trap (17) and a second band trap (18); and two leading-in ends of a measuring circuit (21) are respectively connected to the electrical connection position of the first bridge arm resistor (13) and the second bridge arm resistor (14) as well as the electrical connection position of the third bridge arm resistor (15) and the fourth bridge arm resistor (16).
