The method is characterized in that: a vertical bending type medium-thin slab continuous casting machine is adopted in the continuous casting process; the casting speed of the continuous casting machine is 1.5 to 4.0 m / min; an edge shielding baffle plate is arranged in a continuous casting secondary cooling region or an edge nozzle in the horizontal section of the continuous casting machine is closed; an intermittent side pressure and intermittent descaling method is adopted in a hot rolling rough rolling process; and a rough rolled vertical roll adopts a box-shaped hole type.
