A statistical multiplexing method based on parallel coding includes: configuring an initial bitrate for an encoder for a program in each channel in advance according to overall bandwidth requirements; making statistical analysis on states of the programs in the channels in cache at a system multiplexing end, giving new bitrate setting requirements to output bitrate of the encoder for the program in each channel according to program priority requirements set by applications, and feeding back the new setting requirements to the statistical encoder in each channel; enabling the statistical encoder in each channel to output bit streams of bitrate closest to the requirements to a subsequent multichannel statistical multiplexing module according to the new bitrate setting requirements; enabling each multichannel statistical multiplexing module to receive the preceding bit streams obtained according to the new bitrate requirements for multichannel statistical multiplexing so as to form high-quality smooth multi-program multiplexed streams; and repeating the steps until complete playing of obtained multiplexed programs.
