The method specifically comprises the steps as follows: firstly, providing the most rational signal control scheme of an intersection according to different degrees of the unbalance traffic, achieving balance between the traffic supplements and requirements by means of regulating time resource; when the phenomenon of unbalance is too serious to relieve by regulating time resource, considering to regulate from the aspect of space redistribution of existing road resource, taking the intersection and an upstream road section connected with the intersection as the objects, proposing a method of changing a lane into a short lane at the upstream road section connected with the intersection, and giving more road resources to the direction of high traffic flow through changing the directions of partial lanes according to the difference of bidirectional traffic flow, so as to rationally match the traffic supplements and requirements.
