With adoption of the intersystem cell switching method, device and system in the packet-switched domain service which are disclosed by the invention, the problem that the UE drops as NAS access is unsuccessful when the UE is switched into GERAN (Gsm Edge Radio Access Network) from the UTRAN is solved, system performance is improved, and user experience is improved.
