The device comprises a battery box temperature sensor, a heating equipment temperature sensor, an electromagnetic valve A, an electromagnetic valve B and an electric heater which are controlled by a finished automobile controller; a circulating pipeline A is used for sequentially connecting a water pump A and a plurality of heating equipment in the automobile in series, and the electromagnetic valve A is arranged on the section, at an inlet of a medium passageway A, of the circulating pipeline A; a circulating pipeline B is used for sequentially connecting a water pump B, the battery box, a water tank B and an electric heater in series; the circulating pipeline A also comprises a parallel bypass which is connected with the circulating pipeline A through a tee joint A and a tee joint B; and a circulating pipeline C is from the outlet end of the water pump A and sequentially passes through the heating equipment, a heat radiator and the water tank A to reach the inlet end of the water pump A, and the electromagnetic valve B is arranged on the section, between the heat radiator and the tee joint B, on the bypass.
