The method includes the following steps: judging whether an SIP calling user is in set black and white lists after a call made by the SIP calling user to an SIP video terminal which is used as a called user is received; if the SIP calling user is in the black list, refusing the SIP calling user to be connected to the SIP video terminal; if the SIP calling user is in the white list, prompting the SIP calling user to input selected parameters and a connection password through a voice interaction method; and if the connection password is correct, connecting the SIP calling user to the SIP video terminal, or else releasing the call. The method and system for controlling the proceeding of the SIP video service only enables a user with an access right to access the SIP video terminal.
