The power supply G is connected with a primary side of the transformer T in series, the current-limiting resistor R is connected with the compensation capacitor C in series to form an R-C subcircuit, the high voltage phase selection breaker SP, the current measuring device I1 and the core penetrating type current transformer I2 are connected in series in sequence to form an SP-I1-I2 subcircuit, the R-C subcircuit and the SP-I1-I2 subcircuit are connected in series and are connected with a secondary side of the transformer T, and the voltage measuring device U1 and the voltage divider U2 are both connected with the SP-I1-I2 subcircuit in parallel.
