Abstract

An apparatus for use in a communication network having an access channel is provided. The device includes memory storing Access Class (AC) barring parameters. The AC inhibit parameter establishes the rules for determining whether to transmit access messages on the access channel. The apparatus includes a processor that determines whether an access channel is in an overload condition and determines an overload level in response to the access channel being in an overload condition. A value for at least one AC inhibit parameter is defined based on the determined level of the plurality of overload levels. The device includes a transmitter for transmitting update messages. The update message contains a defined value of the AC inhibit parameter corresponding to the determined level of the plurality of overload levels.
