According to the method, stepwise resource scheduling is used, and the convex function of LTE system energy efficiency about spectral efficiency is used, which means that the energy efficiency is the convex function of transmission rate. When user dispatch is finished, an energy efficiency function is a section derivative continuous function, an optimal solution under an unconstrained condition is obtained, and thus an optimal rate closed-form solution under a satisfied constraint condition is obtained. Finaly the transmission power allocation is carried out according to the allocated transmission rate, the calculation complexity is effectivvey reduced through a stepwise resource scheduling strategy, a lot of iterative approximations are avoided, in the condition of ensuring user QoS requirements and spectrum efficiency, the energy efficiency is optimal, the energy utilization efficiency is improved, and thus the mobile communications is more environmentally friendly.
