Raw materials of the strong-flavor type tobacco product being nonflammable while heating comprise the following components: tobacco extract, tobacco flavor, a taste and smell regulator, strong-flavor type wine liquid, an atomizer and a tobacco carrier. Under a low-temperature heating condition, the tobacco product being nonflammable while heating is weak in sweet smell release ability, and is greatly reduced in sweet smell amount and sweet smell quality. By introducing the strong-flavor type wine liquid, the quality characteristic of the nonflammable tobacco product is improved; meanwhile, the tobacco extract is sprayed, so that satisfaction and the tobacco scent of the tobacco product being nonflammable while heating are improved.
