The method comprises the following steps: constructing an information resource model covering power information resource characteristics; instantiating primary key attributes of objects in the model; designing a set of mature and uniform coding rule; and describing the physical characteristics and logical characteristics of resources in the model. Codes can be identified by a resource management system, namely, information such as business logical relations, physical position characteristics and history change relevant to the resources can be identified. Through adoption of the coding method, comprehensive supervision of various covered resources by a power enterprise can be realized. An information operation and maintenance management system is built by a uniform coding method, so that upgrading and updating of a business system and frequent interaction of a management flow can be represented as data information based on the codes. Meanwhile, changes of the data information can be updated synchronously to the codes, so that the codes are valid for a long time.
