The work with the quality coverage demands not satisfied by all participants and the work with monopoly participants are eliminated according to the sorting mechanism of the contract-issuing parties in combination with the feasibility analysis method, so as to select contract-issuing party winner set and determine the actual payment amount of the contract-issuing party winners. Based on a participant sorting mechanism, a set of participant winners who satisfy quality coverage demands with lower total price is selected.
