The system comprises a cooling tower, a technology heat exchanger, a waste heat recovery heat exchanger, a brackish water automatic chemical feeding device, a forward osmosis device, a pretreatment device, a brackish water feeding pump, a circulating water pump, a drawing agent supplement device and a filtering device, and a water pool below the cooling tower is connected with the drawing agent supplement device, the circulating water pump, a circulating and cooling water pipeline, the waste heat recovery heat exchanger and the technology heat exchanger through pipelines. An outlet of the brackish water feeding pump is connected with the pretreatment device, the technology heat exchanger and the forward osmosis device through pipelines. The system treats the brackish water for water supplement of the circulating and cooling system, and solves the running problems that the water quality of brackish water at various regions is different and unstable, it is only needed to add a necessary corrosion inhibitor and necessary biocide, and therefore the cost for usage of chemicals of a traditional system is lowered; heat in circulating water is fully utilized, and the efficiency of a forward osmosis system is improved; the water inlet temperature of the circulating cooling tower is decreased, and initial investment for the cooling tower is reduced.
