The method is characterized by, for radiation source signals intercepted through reconnaissance in a complex environment, extracting complex target radiation signal characteristics from five aspects: radio frequency, pulse width, repetition period, amplitude and time of arrival; for the feature of characteristic change time consistency of a same target signal detected by different reconnaissance systems at the same time, through a complex electronic signal time-difference positioning algorithm based on time-domain clustering, carrying out simple clustering on the radio frequency and the pulse width first, and then, carrying out time-difference calculation on data in a corresponding parameter range, and carrying out histogram statistics on time-difference results; and finally, carrying out fusion processing on consistent time difference in an error range, thereby realizing positioning and tracking of the complex electronic signals.
