A microwave phase shifter based on an optical-electrical mutual conversion device comprises a narrow-linewidth distributed feedback laser which is used for outputting polarized light; a polarization-maintaining fiber coupler, an intensity optical modulator, a single-mode fiber coupler and a magneto-optical switch which are connected with the narrow-linewidth distributed feedback laser in sequence; an electric fiber delay line and an electric control piezoelectric ceramic fiber delay line which are connected in parallel with the magneto-optical switch; a single-mode fiber coupler which is connected with the electric fiber delay line and the electric control piezoelectric ceramic fiber delay line; a high-speed photoelectric detector which is connected with the single-mode fiber coupler; and an intensity optical modulator control unit and a radio-frequency signal input port which are connected with the intensity optical modulator. Through the technical scheme, the technical problem is well solved. The technical scheme can be used in industrial production of the microwave phase shifter.
