The method comprises steps of receiving, by a server, water flow data sent by a water flow monitoring device; converting the water flow data into a corresponding consumption amount; according to the consumption amount and the amount of the deposit previously stored in the server, determining the amount of remaining deposit, and storing the amount of remaining deposit, wherein the water flow data, the consumption amount, the amount of deposit, and the amount of remaining deposit are corresponding to the same piece of user information; and when the amount of remaining deposit is less than or equal to the amount of minimum remaining deposit, sending to-be-recharged information to a smart terminal corresponding to the water flow monitoring device. The above-mentioned method for managing and controlling water resources effectively simplifies the process of recharging and payment, enables residents to understand the status of the amount of remaining deposit and recharge on time, and has high practicability.
