The device comprises a reaction table, a plasma reaction vessel and a liquid storage device, wherein the reaction table comprises an insulating board, a conductive base, support rods, a grounding electrode and two high voltage electrodes which are respectively connected with a positive pole and a negative pole of a high-voltage and high-frequency power supply; the insulating board and the conductive base are arranged up and down in a corresponding way by means of the support rods; the two high voltage electrodes which are respectively connected with the positive pole and the negative pole of the high-voltage and high-frequency power supply are respectively and fixedly arranged on the insulating board and the conductive base in an opposite way; the grounding electrode is arranged on the conductive base; the plasma reaction vessel is arranged between the two high voltage electrodes.
