The charging terminal, the online monitoring system and the mobile terminal communicate with the cloud platform server through the data center. The method comprises a step of using a hierarchical multi-objective coordination method and establishing an electric vehicle charging load model, a step of determining a grid-level intelligent charging strategy with an optimal load level as a goal, a step of balancing a transmission line load rate after each charging station is connected and charged according to an overall charging access scheme, and a step of adopting time-of-use power prices for a peak and a valley, using user motivation and guidance strategies and reservation and queuing mechanisms, and optimizing a charging behavior of a user.
