The method comprises the following concrete steps: determining a practicable range of each controller parameter, and generating a small disturbance stability state matrix; setting maximum number of iterations to be D; generating one group of controller parameters randomly in a feasible region; tuning the controller parameters at rated wind speed; carrying out fine tuning onthe controller parameters at a wind speed lower than the rated wind speed; checking small disturbance stability under full wind speed condition; and outputting a controller parameter optimization result with maximum small disturbance stability margin. By virtue of adoption of the method, during parameter tuning, based on small disturbance stability analysis characteristics, the small disturbancestability margin and a threshold value of a real part of a characteristic root are taken as constraints and targets, the controller parameters required to be adjusted are selected by virtue of a correlation factor, influence of each controller parameter on the small disturbance stability of a system under the full wind speed condition is analyzed, and then controller parameter values applicable tothe full wind speed condition are determined.
