The random access method comprises the steps that: terminal equipment sends a first preamble to access networkequipment; the terminal equipment receives a random access response message sent by the access network equipment, wherein the random access response message comprises backoff indication and parameterinformation; the backoff indication indicates a time value; the parameter information is used for determining the waiting time by the terminal equipment; the terminal determines the waiting time according to the backoff indication or the backoff indication and the parameter information; and the terminal equipment sends a second preamble to the access network equipment after delaying the first time. Thereby, the terminal equipment can initiate random access according to random access priority requirements; and thus, low-delay requirements are satisfied.
