The method comprises the following steps: receiving votes of using which communication devices in a communicationnetwork to generate blocks from a consensus device; sorting the voting results according to the weights of the votes, wherein the weights of the votes are based on the number of pass cards held by the consensus device; and selecting a predetermined number of devices to serve as the devices for generating the blocks, wherein the predetermined number of devices are devices ranked before a predetermined number of positions. The communication network comprises a plurality of communication devices, and the plurality of communication devices comprise: one or more first communication devices, wherein the first communication device receives the block broadcast by one of the plurality of communication devices, performs validity verification on the received block and stores a complete blockchain; and one or more second communication devices, wherein the second communication device receives the block broadcast by one of the plurality of communication devices, performs validity verification on the received block and does not store the complete blockchain.
