The method includes preprocessing collected images of fixed landmarks; extracting corner points; calculating translation matrixes of a camera coordinate system and a world coordinate system according to the extracted corner point information; repeating the above steps until translation matrixes of images of all the fixed landmarks as well as the translation matrix increment are acquired; according to the translation matrix increment, determining the settlement displacement variation of the transmission tower in the world coordinate system to acquire the inclination angle of the transmission tower; giving out an alarm when the settlement displacement variation or the inclination angle of the transmission tower exceeds a set threshold value. The system and the method are applied to the field of measurement of the settlement and inclination angles of the transmission towers.
