The device comprises an underwater aerating apparatus, an underwater fixed pile, a fixed rope, a self-sinking air supply pipe and a shoreblower, wherein the shore blower delivers air to the underwater aerating apparatus through the self-sinking air supply pipe, and the underwater fixed pile is fixed with the underwater aerating apparatus by means of the fixed rope; the underwater aerating apparatus comprises an upper shell, a middle shell and a lower shell which are sequentially arranged from top to bottom; the upper shell, the middle shell and the lower shell are respectively and internally provided with aeration channels which are communicated with one another; the top of the upper shell is provided with a floating chamber,and the lower shell is internally provided with a mixed flow device; the top of the mixed flow device is provided a plurality of aeration ports; the mixed flow device is connected with an air inlet, and the air inlet extends to the outside of the lower shell and is connected with the self-sinking air supply pipe; the outer surface of the lower shell is provided with four water suction holes, and the water suction holes are distributed at equal angle intervals along the circumference; a filter screen is arranged in each water suction hole.
