The method comprises the following steps: detecting received service flow data according to a preset rule to obtain a detection result; if the detection result meets the preset rule, taking a network address in the service flow data as a shunting address, and generating a shunting strategy; and shunting an uplink service flow data packet of the terminal device to an edge network according to the shunting strategy, wherein the destination address of the uplink service flow data packet is the shunting address.
