The method comprises the steps of determining a fixed-length coding result of disasterinformation according to a first fixed-length code word of a root node in a tree structure corresponding to an acquisition source of the disaster information and a second fixed-length code word of asecond-layer node in the tree structure corresponding to the type of the disaster information; for each sub-node of the second-layer node corresponding to the type, sequentially splicing the identification values of each sub-category of the disaster information corresponding to each sub-node to form a first variable-length code word, and sequentially splicing the values of each sub-category to form a second variable-length code word; and sequentially splicing the fixed-length coding result, the first variable-length codeword, the demarcation symbol and the second variable-length codeword to obtain a coding result of the disaster information.
