A first refrigerant cycle comprises a first compressor, an evaporative condenser, a first throttle valve and an evaporator; a second refrigerant cycle comprises a second compressor, a condenser, a second throttle valve and an evaporative condenser; a first seawater desalination system comprises a first seawater tank, a first water pump and an evaporator, and seawater in the first seawater tank is pumped to the evaporator by the first water pump to form salt-free ice; a second seawater desalination system comprises a second seawater tank, a second water pump, a condenser, a vacuum pump, a third heat exchangerand a fresh water tank; and the seawater in the second seawater tank is conveyed to the condenser by the second water pump to be heated and vaporized to form salt-free water vapor. The cascade heat pump is used for preparing fresh water, and is suitable for seawater desalination in areas with severe cold winter; and the condenser and the evaporator are combined to prepare fresh water together.
