The method comprises the following steps of not performing ploughing, not applying herbicides, not irrigating field soaking water, not performing rotary tillage before planting of next crop, keeping a field surface dry, performing harvesting and crushing on a previous crop to obtain crushed straws ofthe previous crop, and leaving stubbles of the previous crop after harvesting; pressing down stubbles of the previous crop, and carrying out seed sowing of the next crop; and after stubbles of previous crop are rebounded, enabling the crushed straw of previous crop to cover on stubble surface of previous crop. According to the method, the soil plough layer structure is changed, a straw layer, a seed fertilizer layer and a soil layer are formed from top to bottom, full-amount returning of the crop straw is achieved at a time, the straw is converted into a covering object, seeds and fertilizerare covered, and the covering object is used for covering the seeds and the fertilizer. The fertilizer utilization efficiency is favorably improved, and the optimal coupling of crop straw treatment, mechanical production and crop growth is realized.
