The method comprises the following steps: (1) determining a research area; (2) conducting data acquisition; (3) matching an optimal comparison area; (4) judging the result of the influence of a congestion charge canceling policy on traffic safety; and (5) determiningthe time accumulation effect. According to the method, an area where the policy of canceling congestion charging is implemented is taken as an experimental object, an area where the policy of canceling congestion charging is not implemented is taken as a contrast object, then accident occurrence amounts of the experimental object and the contrast object within a certain period of time are respectively collected, and comparative research based on the proposed method is conducted so as to judge the time accumulation effect of the influence on the traffic safety after canceling the congestion charging policy.
