The method comprises the steps of: obtaining a first candidate motion information set;acquiring first motion information according to the motion information in the first candidate motion information set; adding the first motion information into a first candidate motion information setto obtain a second candidate motion information set; acquiring second motion information according to the HMVP candidate motion information list; when the second motion information is different fromthe motion information in the second candidate motion information set, adding the second motion information into the second candidate motion information set to obtain a third candidate motion information set; and when the number of the motion information in the third candidate motion information set is equal to a preset threshold, taking the third candidate motion information set as a fused candidate motion information list.
