Abstract

The first control network element sends switching reconfiguration information to the terminal according to a switching request responsefed back by the second control network element, obtains identification information of the terminal, and sends the identification information of the terminal to the second control network element; andwhen the second control network element receives the identification information of the terminal and the reconfiguration completion response of the terminal, resource release indication information issent to the first control network element, so that the switching process of the terminal among different cells of the same base station is realized.
