Abstract

The method comprises: the terminal equipment determines a first time-frequency resource and a second time-frequency resource, wherein the first time-frequency resource is used for transmitting uplink data obtained by rate matching of a first transmission block, the second time-frequency resource is used for transmitting uplink control information UCI, the UCI is used for demodulating the uplink data, the first time-frequency resource occupies N sub-bands on a frequency domain, the second time-frequency resource is a resource in the first time-frequency resource, the second time-frequency resource occupies M sub-bands in the N sub-bands on the frequency domain, N is greater than or equal to 2, M is greater than or equal to 1, and both N and M are positive integers; and the terminal equipment performs channel detection on at least one sub-band in the N sub-bands, and determines the sending of the uplink data and the UCI according to a detection result.
