Abstract

The present invention provides a fluorescent lamp with increased build-up of light flux right after lighting, a bulb-shape fluorescent lamp and a lighting device. The fluorescent lamp according to the present invention comprises a glass bulb 4 sealed with a discharge medium containing amalgam and an inert gas, providing a mercury vapor pressure close to that of pure mercury; a discharge generation means for generating a discharge in the glass bulb 4; and a phosphor layer containing a phosphor particle and a binder; which is characterized in that: the amount of the binder (i.e. alumina) in the phosphor layer 10 is reduced, alumina and boric acid are used in combination, zirconium oxide, zirconium oxide and boric acid are used in combination, or the surface of the phosphor particle 10a forming the phosphor layer 10 is attached with a metal oxide carrying a negative voltage or an inorganic compound 10b.
