The present invention is characterized in that: a wireless network controller sends a message request on measurement and control to a terminal; the terminal then sends back a measuring report; and the wireless network controller determines a targeted high-speed downlink shared-channel cell whose terminal needs to be switched to according to the measuring report; in addition, the wireless network controller transfers the high-speed shared resources borne by a radio link of the original high-speed downlink shared-channel cell onto a radio link of the targeted high-speed downlink shared-channel cell through a process of reconfiguring synchronous radio links; and the wireless network controller switches the terminals into the targeted high-speed downlink shared-channel cell through a process command of reconfiguring physical channels.
