Abstract

The present invention relates to a method for establishing special load bearing for a user terminal, which is applied to a wireless communication system being composed of a 3GPP evolved packet system and a non-3GPP IP access system which can be accessed in the 3GPP evolved packet system. When the user terminal is switched to the non-3GPP IP access system accessed in the 3GPP evolved packet systemfrom the 3GPP evolved packet system, the switching and discriminating network element equipment in the wireless communication system discriminates that the user terminal notifies the corresponding PCRF after being switched; if a 3GPP access special load bearing exists before the network element equipment performs switching, the PCRF establishes a non-3GPP access special load bearing correspondingto the 3GPP access special load bearing for the network element equipment. The present invention transmits the switch completion instruction switched through indicating UE to the PCRF, after the PCRFreceives the instruction, if an special load bearing exists before the UE is switched, a new special load bearing flow is established, and thus the vacancy in the prior art is filled.
