The invention relates to a sustained load loader and the method for an FRP cloth strengthening test, which belongs to experimental research field in the civil engineering strengthening. The invention is characterized in that the loader comprises a foundation part and a support part; the base part is formed by the welding of five steel plates, two side steel plates are respectively arranged at left and right , and are vertically parallel; the horizontal steel plate with a central bolt hole and the steel plate without a bolt hole are placed horizontally, three steel plates are parallel, both sides of which are welded with the side steel plates; the support part is formed by the vertical welding of a semi-cylindered steel and a bolt shank; the loader of the invention is controlled by a tester in the loading process, when loaded, the loader is firstly put in an FRP double-sided shear specimens which will be carried on testing and is composed of components and FRP bandings whose both sides are glued, the FRP bandings wind with the semi-cylindered steel; the base of the loader is fixed the tester, and the tester is used to carry on loading; nuts are tightened, the tester is used to carry unloading, so the loading finishes.
