The method comprises the following steps of: preferentially selecting a subframe which cannot be used by multi-cell transmission of MBMS service by a base station; then selecting a subframe which is not used by multi-cell transmission of MBMS service and sending a single-cell MBMS service; or only selecting the subframe which cannot be used by multi-cell transmission of MBMS service and sending the single-cell MBMS service.
