The invention provides a transmission control method and a transmission control system for the data of a network conference. The method comprises the following steps that: a server sets preset bandwidths for the transmission of data of different types, and stores a comparison table for bandwidth borrowing ranges and bandwidth borrowing time lengths for the data of the different types; the server receives the data of the different types from a conference initiator, and compares actual transmission bandwidths for the data of the different types with corresponding preset bandwidths; if the actual transmission bandwidths of data with higher priorities are greater than the corresponding preset bandwidths, a control device determines a transmission scheme that: the data with the higher priorities is transmitted by borrowing the bandwidths for data with lower priorities; and the control device performs regular detection, and if the actual bandwidth borrowing time lengths are equal to or longer than the bandwidth borrowing time lengths corresponding to the data with the lower priorities, the control device determines a transmission scheme that: the borrowed bandwidths for the data with the data with the lower priorities are released and the data with the higher priorities is transmitted by borrowing the bandwidths for the other data with lower priorities.
